Russell Brand is a free man right now, but he's not completely off the hook.?While Katy Perry's ex was not given any jail time stemming from his hurling of a shutterbug's iPhone through a glass window in New Orleans back in March, the British funnyman is being punished nevertheless.

During an arraignment on Thursday morning, Brand was ordered to perform 20 hours of community service and pay $500 in court fees.

Brand himself was not present in court, but his attorney entered a not-guilty plea on his behalf.

Just yesterday, the New Orleans District Attorney's Office confirmed to E! News that Brand had been charged with one count of misdemeanor criminal damage to property.

London mayor mocks Romney at Olympic rally

Boris Johnson (Joel Ryan/AP)LONDON?Mitt Romney tried to downplay his suggestion that he found preparations for London's Summer Olympics "disconcerting," which he said in an in an interview with NBC News. But the GOP candidate's comment continues to haunt him here.

At a pre-Olympics rally in Hyde Park Thursday, London Mayor Boris Johnson openly mocked Romney's comments?calling him out by name to the crowd.

"There are some people who are coming from around the world who don't yet know about all the preparations we've done to get London ready in the last seven years," Johnson said. "I hear there's a guy called Mitt Romney who wants to know whether we're ready. He wants to know whether we're ready. Are we ready?! Are we ready?! Yes, we are?!"

Johnson's criticism comes just hours after British Prime Minister David Cameron offered a snippy response to Romney's comments, telling reporters," Of course it's easier if you hold an Olympic Games in the middle of nowhere"?a comment widely interpreted to be a reference to Salt Lake City, where Romney ran the 2002 Winter Olympics.

But Cameron apparently didn't voice his displeasure with Romney face-to-face. A senior Romney aide, who declined to be named, told reporters Romney's comments on the London Olympics didn't come up in their meeting at 10 Downing Street earlier today.

Still, Romney emerged from the meeting praising the London games at length?a suggestion that he was aware of the firestorm his comments to NBC had started in the British press.

"What I see shows imagination and forethought and a lot of organization, and I expect the games to be highly successful," Romney said.

FRANKFURT, Germany (AP) ? Stronger demand from North America and the world's developing markets helped German automaker Volkswagen record an 18 percent jump in second-quarter earnings.

Net profit for the April-June period increased to ?5.64 billion ($6.84 billion) from ?4.78 billion a year ago. Revenues increased 19 percent to ?48.1 billion.

The Wolfsburg-based manufacturer said that worldwide demand for cars increased in the second quarter in the US, China, Russia and India, and would rise again in the second half of the year ? but at a slower pace.

Volkswagen warned the car market would shrink in western Europe, where economies are slowing due to spending cutbacks and consumer worries due to a crisis over too much government debt.

The company also reported an earnings increase of 36 percent for the first six months, while revenues rose 23 percent to ?95.3 billion.

"We can be satisfied with our business performance in the first six months," CEO Martin Winterkorn said in a statement. "Our strong position on world markets will help us to exceed the development of the overall market despite the challenging environment."

Volkswagen has outperformed other European mass-market carmakers, who are struggling with weak pricing and markets depressed by slow growth and high unemployment in countries such as Spain and Italy. It enjoys a strong business in China and reaps higher margins from its Audi luxury brand.

The net profit figure easily beat analyst estimates compiled by FactSet of ?2.79 billion. Operating earnings, however, increased by a smaller 3.4 percent to ?3.28 billion and fell short of expectations for ?3.29. Operating earnings exclude financial items such as interest and taxes and are sometimes considered to show a clearer picture of how a company's basic business is developing.

Slower increases in operating earnings and the caution regarding Europe helped weigh on shares, which fell 3.6 percent to ?124.20 in midday trading in Europe.

Data on CYP17A1 Structure May Lead to Advances in Prostate Cancer

Using a modified version of Cytochrome P450 17A1, scientists from the University of Kansas have solved the structure of CYP17A1 for the first time, which should help enable the design of more effective drugs and improved treatments for prostate and breast cancer patients.

Prostate cancer, the most common cancer in men, is often a localized, slow-growing cancer, which aids treatment and improves survival rates. However, highly aggressive, metastatic forms of the cancer occur frequently enough to make it the No. 2 cause of death in U.S. men. Part of the reason for this high mortality rate is the lack of effective drugs to fight these more aggressive cancers.

SSRL is helping investigators change that.

Since prostate cancer cells proliferate in the presence of androgens ? male hormones, such as testosterone ? blocking the synthesis of androgens is an obvious strategy for treating prostate cancer. Researchers had even found a promising target in Cytochrome P450 17A1 (CYP17A1), an enzyme that produces androgens via a two-step process. But developing drugs to block CYP17A1 has proven challenging because of a lack of information about the enzyme?s structure. CYP17A1 is partially embedded in membranes, and the technical difficulties of forming it into crystals ? the first step in determining its structure ? had long frustrated scientists.

Emily Scott and Natasha DeVore from the University of Kansas solved that problem by turning E. coli bacteria into efficient factories for making a slightly modified version of CYP17A1, and then stabilizing this protein to form the necessary crystals. They brought the crystals to SSRL, where they had been granted rapid access approval to use Beam Line 9-2 to solve the structure of CYP17A1 for the first time.

The resulting new information has suggested ways to improve the one CYP17A1-inhibiting drug that is now available for treating metastatic prostate cancer. Approved in 2011, the active form of this drug, abiraterone, was designed using a combination of knowledge about the molecules that CYP17A1 uses to make androgens and trial-and-error chemistry approaches, but without the detailed knowledge provided by the structure of the enzyme.

One drawback of abiraterone is that it blocks both steps in the two-step process by which CYP17A1 produces androgens. The first reaction in that process is necessary to make hormones that control blood pressure and inflammation; thus patients who take abiraterone usually require other drugs to control high blood pressure, edema and cardiovascular side effects.

The new structural information provides an important starting point for ongoing studies at the University of Kansas and SSRL to determine how the two different reactions are controlled. This will facilitate the design of new drugs that halt only androgen production, and provide new avenues for prostate cancer patients.

AMMAN, Jordan (AP) ? For Jordan's King Abdullah II, preventing the Arab world's wave of uprisings from washing into to his country has been an exercise in careful calibration ? easing his absolute grip on power just enough to defuse protests.

Upcoming parliamentary elections, the centerpiece of the king's reforms, will be a crucial test of his policy in the face of powerful Islamists' demands for more public say in politics.

The Muslim Brotherhood has announced it will boycott the election, saying reforms enacted by the king that could loosen his loyalists' domination of the parliament and give the body somewhat greater authority do not go far enough. The palace says it won't go any further and insists the vote will go ahead even without the country's largest opposition group participating.

The Brotherhood is threatening more protests demanding greater changes that would open the door for it to reach a long-held ambition of forming a government in this close U.S. ally, one of only two Arab nations that have a peace treaty with Israel. The test for it will be whether it can step up a protest movement that has been low-scale and mild in a country where the king has deep-rooted support among powerful Bedouin tribes.

Earlier this month, hundreds of young, bearded Brotherhood activists marched through downtown Amman demanding the election law be changed. "Revolution is headed to Amman," they shouted, gesturing with their fists and choking traffic while walking in the bustling streets under a simmering sun. Passers-by stopped to watch.

For the past year and half, protests have drawn only a few hundred participants in Amman, which is inhabited by a mix of poor Bedouins and others of Palestinian origin who in theory would be more sympathetic to reform calls. The numbers are lower in other cities in northern and southern Jordan, where tribal affiliation is stronger.

But, inspired by the rise of Islamists and the Brotherhood in Egypt and Tunisia after the ouster of those country's longtime leaders, Jordan's branch of the Brotherhood "sees the time is opportune to stage a quick comeback to the limelight in Jordanian politics," said political analyst Labib Kamhawi.

"The Brotherhood is on the saddle and in the race for power," he said. "They are trying to force the hands of the regime to give enough concessions for them to become the government of the day."

Activists warn that the government must be more responsive or else the situation could escalate.

"Jordan is sitting on a powder keg," warned Ahmed Alawneh, a 19-year-old technology student who is a member of a popular movement of young Jordanians eager for change.

"Our calls for genuine reform, giving us a say in politics, are falling on deaf ears and this is only pushing us to the edge," he said.

Wary that a widespread public desire for greater democracy could eventually flare strongly on the streets, the king and his government insist they are sincere on reform. Abdullah has made the parliamentary elections ? expected at the end of the year though no date has officially been set ? the centerpiece of efforts to stave off a revolt similar to those that have toppled other Arab rulers.

Abdullah made scores of changes, including amending a third of the constitution. The changes give parliament a greater say in choosing the prime minister and appointing a Cabinet, a task that used to be sole prerogative of the king. Still, Abdullah will have final say over the choice. The government's powers to dissolve parliament and issue temporary laws in its absence have also been curbed.

Critics say the moves are insufficient.

"It's a drop in the ocean," said Hamza Mansour, leader of the Islamic Action Front, the Brotherhood's political arm.

He said the opposition wants the parliament to have full powers to form a government. "We want a strong parliament to be a watchdog over the Cabinet. We want the election law to be changed. We want a national salvation Cabinet comprising loyalists and opposition to supervise the changes. And we want the changes to be made quickly," Mansour said.

A new election law enacted last week brought the dispute between the government and the Brotherhood to a bottleneck. The law gives concessions to the opposition by setting aside 27 of the 150 seats in parliament to be chosen by a nationwide list, as opposed to the rest of the seats reserved for representatives from local districts.

Islamists are likely to dominate the national-list seats and get some of the local seats. Pro-government tribal candidates are likely to take most of the local seats, given their strong support from clans and relatives.

The Brotherhood says that will still produce a docile legislature dominated by the king's loyalists. It demands the vote be carried out under a 1989 election law which gave greater leeway and which at the time resulted in the group winning almost half the parliament's seats. So it is boycotting the election as it has the past two ones ? and its leftist allies are following suit.

Brotherhood spokesman Jamil Abu-Bakr said his group will "continue holding street protests, rallies and other public events until our demands are met."

A palace official said the election would go ahead even without the Brotherhood. "We can't stop the process for the sake of one opposing party," the official said, speaking on condition of anonymity because he is not allowed to talk to the press. "We can't have a law that appeases everyone, but we feel that there is a consensus that this law is good."

Abdullah appeared in a rare television interview recently urging the Brotherhood to contest the election, calling it "one of the components of Jordanian society that we are proud of." He even hosted leaders of the militant Palestinian group Hamas, who were expelled from Jordan in 1999.

He acknowledged that there "is no country or society that is immune against the danger of chaos." But he insisted that there was substantial reform that will take hold as time goes on. He pointed to the need for Jordan's 23 splintered political parties to coalesce into two or three main groups to better contest elections.

In the past year, Abdullah created an independent commission to supervise parliamentary elections ? once done by the government ? and a constitutional court to monitor the application of more than two dozen amended laws. He changed the political parties' law to encourage a multiparty system and a municipalities' law to allow Jordanians to govern their towns by electing mayors and city councils.

He also revoked restrictions on protests and allowed the formation of a teachers' union, previously banned out of fears it could influence students. He also put his former intelligence chief on trial for alleged corruption, which he vowed to uproot.

Despite opposing many of the king's policies, the Brotherhood has remained largely loyal to Abdullah's Hashemite dynasty, which claims ancestry to Islam's Prophet Muhammad.

"The Hashemites are revered because they are descendants of the Prophet," said Brotherhood leader Zaki Bani Irsheid.

"We are not calling for toppling the monarchy. What we simply want are some changes that would allow the Jordanian people to have a real input in the decision-making," he said.

Montenegro Douses Blaze on Hill Above Capital :: Balkan Insight

Residents of Podgorica were shocked on Monday night when Mt Gorica, the hill after which the capital is named, caught fire.

The blaze threatened to spread to nearby houses and even to the adjacent embassies of Slovenia, Germany, Greece, Romania and Britain.

Within three hours, however, troops, police, fire brigades and volunteers contained the blaze.

The cause was most probably a crack in a high-voltage power cable.

On Monday night, a fire also broke out in the wood close to the Podgorica Aluminum Plant, but this was also kept under control.

The Ministry of Interior has warned since beginning of July that the extremely hot weather is increasing the risk of fires, especially in the area of Podgorica, the nearby town of Danilovgrad and on the coast.

However, fires have also broken out in several places in the north, burning down several homes.

For more than 10 days, a fire has continued to blaze in the Tara canyon and in the nature reserve at Crna Poda.

Helicopters lent by the Serbian and Croatian military as well as local police have been battling the flames.?

Some media and members of the public have criticized the authorities for the blazes, saying they were clearly under-equipped and unprepared to cope with the outbreaks.

Witness: Zimmerman did not like black people

A statement has been released by "witness 9," an unidentified person who's told authorities that George Zimmerman may be racially biased. NBC's Janet Shamlian has the details.

An unnamed witness who grew up around George Zimmerman contacted authorities after the shooting death of Trayvon Martin because she feared that Zimmerman was motivated by a prejudice against black people, she said in recorded conversations with investigators. The witness also alleges that Zimmerman molested her over the course of a decade, starting when she was 6 years old.

The woman, known in the records as Witness #9, spoke to the investigators on March 20, interviewers in the audio recording indicated. The recording was released by the Florida State Attorney's Office on Monday under the state's open records laws. The identity of the witness was not released, but NBC News has reported she is a cousin.

Zimmerman's defense team had attempted to block the release of the audiotapes, but their motion was denied by Seminole County Circuit Court Judge Kenneth Lester.

"Growing up, (Zimmerman) and his family always made statements that they didn?t like black people if they don?t act like white people," the witness, who would be about 27 now, told investigators in the taped conversation. "They like black people if they act white. Other than that, they talked a lot of bad things about black people."

Asked if she could cite a specific instance where Zimmerman expressed racial bias, the witness said she could not recall one, and did not know of specific actions he had taken against black people in the past.

"It?s just a known thing that that?s how the family feels," she said.

In a separate taped interview with investigators, Witness #9 alleges that Zimmerman took opportunities when the families were together to sexually molest her. The alleged incidents would have taken place when Zimmerman, two years older than the witness, was between 8 and 18 years old.

The earliest incident she said she could remember took place when she was about 6 years old while she was staying with the Zimmerman family in Virginia while her mother and father moved to Orlando, Fla., from Louisiana. She alleges that Zimmerman groped her under the blanket, the first in a series of traumatic incidents that she says continued at family get-togethers until she was about 16.

No police report or charges were ever filed in the case.

It was unclear how or if the prosecution would use the sexual abuse allegations by the witness.

Zimmerman's defense attorney, Mark O'Mara, tried to block release of both tapes by the special prosecutor on grounds that it was irrelevant to the Martin case.

"The motion further contends that this irrelevant statement should be withheld from public dissemination because of the substantial risk that public disclosure will lead to widespread hostile publicity which would substantially impair the Defendant's fair trial rights, and would pose a serious threat to the administration of justice," O'Mara said in a statement posted to the Zimmerman defense web site.

"Now that this statement is part of the public record, the defense will vigorously defend Mr. Zimmerman against the allegations. In the next several weeks, there will be reciprocal discovery filed regarding Witness #9's statement," the statement said.

O'Mara also sought to keep sealed about 130 of Zimmerman's jailhouse phone calls that were also released on Monday.

Benjamin Crump, an attorney for Trayvon Martin's family, issued a statement saying that the woman's testimony contained in the tapes should be included in the evidence.

"Zimmerman's mentality is very relevant to this trial," said Crump. "As the State Attorney previously stated, (Witness #9) certainly would be a rebuttal witness very similar to that in the Sandusky trial showing that (Zimmerman) has a history of violence and manipulation."

Crump was referring to Jerry Sandusky, the former Penn State assistant football coach who awaits sentencing after being convicted last month of 45 counts for abusing 10 boys.

Zimmerman is charged with second-degree murder in the Feb. 26 shooting death of Martin, 17, who was unarmed and walking through the gated neighborhood of Sanford, Fla., where Martin's father and Zimmerman lived.

Zimmerman has pleaded not guilty, and asserts that he was acting in self-defense after Martin?punched him in the face and repeatedly slammed his head into the sidewalk. He is out of jail on bail and awaiting trial.

The case has ignited an emotional nationwide debate on race and gun rights.

Worried about the legacy of the Founding Fathers of the United States of America, Ted Nugent is now pondering whether the world would have been better off had the Confederate States, which fought to sever the union, been victorious in the Civil War.

The Detroit-born rocker and outspoken conservative activist writes in a new op-ed for The Washington Times of his fundamental fear of what he calls "Fedzilla," or a government with a social safety net. Triggered by Chief Justice John Roberts voting to uphold President Obama's Affordable Care Act -- but calling the mandate to buy insurance a tax instead of a penalty -- Nugent says, "Because our legislative, judicial and executive branches of government hold the 10th Amendment in contempt, I?m beginning to wonder if it would have been best had the South won the Civil War. Our Founding Fathers? concept of limited government is dead."

A longtime critic of the president -- he received a visit from the Secret Service after making allusions to beheading Obama and members of his administration while at an NRA convention in April -- Nugent blasts Medicare, Social Security and Medicaid as parts of what he calls a full-on socialist state.

"Our entitlement programs have bankrupted America," Nugent writes. "We have dug a financial crater so deep that many doubt we can ever climb out. With his vote, Chief Justice Roberts didn?t give Fedzilla an even bigger shovel, he gave Fedzilla an earth mover with which to dig bigger financial holes."

He then adds, "The president should have Chief Justice Roberts over for dinner, give him a ride on Air Force One and apologize for not voting for him during his confirmation hearings. It?s the least the community-organizer-in-chief can do for the turncoat chief justice who saved the president?s socialist health care program."

Nugent endorsed Rick Perry for the GOP nomination for president this winter, before later throwing his support to Mitt Romney.

Mexico's next president shrugs off claims of vote-buying

MEXICO CITY -?Mexico's next president denied that his party had been involved in any form of intimidation during his party's campaign, in the wake of allegations by at least one observer that Sunday's elections were "perhaps the biggest operation of vote-buying and coercion in the country's history."

"I am totally, totally certain that the party acted within the law," Enrique Pena Nieto of the Institutional Revolutionary Party, or PRI, told a journalist from BBC News on Wednesday.

Leftist runner-up Andres Manuel Lopez Obrador has refused to concede and demanded a new tally, alleging vote-buying and coercion by the PRI, whose seven decades of rule until it lost power in 2000 were marked by widespread allegations of vote-rigging.

Preliminary results of the presidential vote showed Pena Nieto had officially won more than 38 percent of the vote, 6.5 points clear of Lopez Obrador.

Mexico's election officials on Wednesday recounted votes from more than half the polling booths in the presidential and congressional elections.?

While the PRI declared the vote had been fair, some observers said it most definitely had not been.?

In a dramatic comeback for the Institutional Revolutionary Party, Enrique Pena Nieto claimed victory in Sunday's presidential election in Mexico. NBC's Mark Potter reports.

"It was neither a clean nor fair election," Eduardo Huchim of the Civic Alliance, a group funded by the United Nations Development Program, told The Washington Post.

The vote-buying was bribery on a vast scale, Huchim, a former Mexican elections official, told the newspaper. "It was perhaps the biggest operation of vote-buying and coercion in the country's history," he said.

'Another chance': Mexico's old rulers claim presidential election victory

Huchim said that the coercion his group alleged would not change the election's outcome.

Rush to grocery stores
Feeding suspicion of large-scale vote-buying were scenes of thousands of people rushing to grocery stores this week to redeem pre-paid gift cards they said the PRI had given them ahead of the election. Several told reporters they had been told to turn in a photocopy of their voter ID card in order to get the gift cards.?

"If they're giving me money, then who isn't going to love them?" an unnamed woman?said in one video. "Five hundred pesos is a lot of money!?

Under Mexican election law, giving voters gifts is not a crime unless the gift is conditioned on a certain vote or is meant to influence a vote. However, the cost of such gifts must be reported, and cannot exceed campaign spending limits. Violations are usually punished with fines, but generally aren't considered grounds for annulling an election.?

Shoppers nearly stripped some shelves at a Soriana store in the poor district of Iztapalapa and officials in Mexico City, which is governed by Lopez Obrador's Democratic Revolution, ordered at least one branch of the chain closed for alleged violation of safety codes.

Many of the people at the supermarket say they went to redeem pre-paid gift cards they said were given them by the party that won Mexico's presidency and at least a few cardholders were angry, complaining they didn't get as much as promised, or that their cards weren't working. The incidents are inflaming accusations that the election was marred by massive vote-buying.

Both the PRI and the supermarket company denied any irregularities.?

PRI spokesman Eduardo Sanchez said that "Neither the PRI's executive committee, nor Enrique Pena Nieto's campaign has contracted any service from the Soriana grocery store chain.

Asked if some other local or congressional PRI candidate could have done it on behalf of Pena Nieto, he said "I don't know."

Humberto Fayad, a spokesman for the Soriana chain, denied the company had sold huge amounts of gift cards to the PRI.

"There is no agreement between the PRI and Soriana, or Soriana and any other political party. Soriana is a non-political company," Fayad said.

The PRI, too, accused rivals in many parts of the country of handing out groceries or using government programs to influence voters.?

The governing National Action Party accused Pena Nieto's campaign of acquiring about 9,500 prepaid gift cards worth nearly $5.2 million (71 million pesos) to give away for votes. Authorities said a business had bought that number of cards, but that they had found no direct evidence of vote-buying. That investigation continues.?

Party's checkered past challenges Mexico's president-elect?

Lopez Obrador had asked for a recount of every vote, but the electoral institute said that just over half the polling booths for the presidential race met the necessary conditions set out by a 2007 electoral law.

That law stipulates that a recount can only be requested at a polling station where there is a gap of less than 1 percentage point between the two leading candidates, or for other "inconsistencies" that could include hard-to-read ballots.

The final presidential numbers were due on Thursday.

In 2006, Lopez Obrador demanded a recount after losing to President Felipe Calderon by slightly more than half a percentage point, or some 250,000 votes. This time he finished more than 3 million votes behind Pena Nieto.

In an interview with NBC's Spanish language network Telemundo, the apparent winner of Mexico's presidential election, Enrique Pena Nieto, spoke out about the challenges he faces. NBC's Kate Snow reports.

Electoral law did not permit a full recount in 2006 and his request was refused. Lopez Obrador then called out his supporters who launched street protests that choked Mexico City for weeks.
